I guess it might useful to understand and clarify exactly who will be targeted in this initiative so that we can ultimately write clear use cases for the Accessibility BoK. In noting that this site is geared toward people who only need the bigger picture, are we assuming that they are not included as a target audience for this effort? Are we only targeting the hands-on web developer? What abour her manager? Director? The people who are feeding content to her.. the ones creating inaccessible Word documents (for example) that downloads a crushing retrofitting burden on her? The IT department who makes standards decision within which she has to conform? Or the procurement people who dictate what tools she can or can't use? Journalists? Web studios who do business with government?...

My own sense (and I'm just one individual, one voice) is that we might end up targeting our web developer for iteration #1, but that we might want to be careful to facilitate down-the-road inclusion to a potentially broader target group in our decisions today. 

But that's putting the cart before the horse, as we're not yet having that discussion :-)
